This is the formal federal approval step that Arkansas had still been missing when ACHI wrote on July 21 that reimbursement rules were not yet finalized.

Arkansas Medicaid plans, hospitals, OB-GYN practices, community-based doulas, lactation consultants, and maternal care platforms that combine care coordination with doula or lactation support. Companies selling maternal support infrastructure into Medicaid or safety-net providers now have a cleaner reimbursement signal in a state that has struggled with maternity access and rural OB capacity.
Business Implications
This matters less as a benefit-design novelty than as an implementation milestone.
